Halloween Sign Waving Fun on 10-29-10

Mahalo to all the volunteers who sign waved in costume on 10/29/10. We sure had a lot of fun, and got into the Halloween spirit!

Thanks to Cathy Outland for, as always, taking excellent photos to memorialize the day. Cathy and her husband Brooks went "all out" with their blow-up duck and sumo costumes, respectively, and their witch and skeleton props. Cathy also lent costumes to several volunteers, donated props and decorations for the Haunted House and Spooktacular party, and helped set up the Haunted House.

The Star-Advertiser completes its legislative endorsement series today with a look around the most rural piece of an otherwise urbanized island. It starts with the farmland-turned-subdivisions of Ewa and curves around the Waianae Coast through the North Shore communities - where the "keep the country, country" mantra still resounds.

House District 45 (Waianae, Makaha, Makua): Voters should return Democrat Maile Shimabukuro to the House due to her broad-based experience over Republican competitor Jadeen Meyers. Shimabukuro has pushed for better educational opportunities, such as the planned improvement of the Leeward Community College satellite campus in Waianae, and projects such as turn lanes to alleviate traffic backups on Farrington Highway and enable possible contraflow lanes.

Q. Who is your largest campaign contributor?

A. Unions and plaintiff’s attorneys

Q. Where do you stand on civil unions? Would you have voted for House Bill 444? Do you think that the debate over gay marriage contributes to gay bashing in our schools?

A. I support civil unions, and I voted in favor of HB444. Yes.

Q. How, as an elected official, will you support and enforce the existing State laws that protect and nurture the rights of Native Hawaiians?

A. One of my top priorities if re-elected is to renew efforts to place a moratorium on the sale and transfer of ceded and public land. I believe that all public lands should be treated like a trust, similar to how DHHL handles their lands. Long-term leases are fine, but the state should not be allowed to sell/transfer our most precious and finite resource - land.

Q. What kind of tax relief do you support and how else do we lower the cost of living for full time residents?

A. I support establishing a state earned income tax credit for low-income families and individuals.

Q. How do you limit bureaucracy in government and manage civil work for efficiency?

A. Continue to improve government services for our most vulnerable populations. I have authored measures which improve the general assistance program by allowing the disabled to claim both physical and mental disabilities when applying, and to claim good cause for failing to pursue medical treatment. I also authored a measure allowing people 3 months to find a rental after being approved for the state's rent supplement program. I will continue to push for these types of changes.

Q. What ideas do you have for improving our education system? Do you support a governor-appointed Board of Education?

A. Cooling schools off! So many schools on the Wai`anae Coast and throughout the state lack air conditioning and other cooling mechanisms. The classrooms, portables, and other buildings are miserably hot, and make learning practically unbearable. I am encouraged by the DOE's recent move to install photo-voltaic panels at Wai`anae Elementary. So far, I have obtained power upgrades/air conditioning for Wai`anae High, Wai`anae Intermediate, and Kamaile Academy, and also held a fan drive which put some fans in all the schools in my district. I will continue to make this a top priority. Yes.

Q. What’s going to be your input in addressing Hawaii’s homeless crisis?

A. We need pet-friendly homeless shelters. Many of the homeless are on the beach because pets are not allowed in the shelters/rentals. Many of them need their pets for emotional comfort/therapeutic reasons. There are numerous organizations who provide "animal rescue" services to the homeless, e.g., taking the pets to the veterinarian, feeding and caring for the pets, etc. We should form public/private partnerships with these animal rescue groups to create pet-friendly homeless shelters.

Q. How would you improve accountability in government?

A. I would love to require all HI citizens to register to vote like they do in countries like New Zealand. Maybe here we could require it if you’re going to utilize a government service, like apply for a driver’s license, government benefits, etc. If only people realized how easy it is to vote, especially now that we have permanent absentee voting (where a ballot is mailed to your doorstep along with a postage-paid envelope)! As an elected official you are keenly aware of the percentage of voters in your district, and turnout in many areas is very low, e.g., 20% or less. Think about it: it’s like having a job where your boss is only around to oversee your work 20% of the time, or 1 out of every 5 days. We need to educate the public about how much power they have in a democratic society, and that the first step to exercise that power is to vote. The more voters we have, and the more participation, the more accountability there will be in government.

Q. What is your opinion on Hawaii’s current approach to renewable energy?

A. Hawai`i has the unique environment and natural resources to make us the ideal place for technologies like ocean thermal and wave/solar/wind energy, etc. We should encourage the development of these alternative energies so that we can power not only ourselves, but export energy and bring in revenue to our state.

Q. Do you support legislation that would establish clear definitions and penalties for human trafficking in Hawaii?

A. Yes.

Q. Are you aware of concerns Hawaii residents have with the lack of enforcement of child support laws, and do you see a way you could address it if elected?

A. Yes. Fund the Child Support Enforcement Agency (CSEA) adequately. I was pleasantly surprised to recently discover that you can actually get through to a human being who will answer questions now when you call CSEA. At least that’s a step in the right direction. In balancing the State budget, what specific government programs or services would you cut?Our state and city governments should be completely paperless. I think I heard the Senate saved a million dollars by going paperless. Imagine if all other government entities followed suit – it would be wonderful.

Q. Do you have a modern economic plan that takes into account local agriculture, businesses, and traditions? What about high tech jobs such as film and TV training?

A. I want to continue to make higher education a top priority. My proudest achievement this past session was obtaining $3m to help Leeward Community College-Wai`anae (LCCW) pursue their goal of purchasing their own building and expanding. I also supported UH West O`ahu's (UHWO) efforts to obtain $48m by being part of a "hui" of legislators who requested these funds.

Making higher education more accessible for those in rural communities like the Wai`anae Coast will go a long way toward addressing our high teacher turnover, lack of medical professionals, lack of social workers, lack of entrepeneurialism, etc. on this Coast. Encouraging high tech jobs such as film and TV training is the perfect fit for an area like the Wai`anae Coast, where Searider Productions and Makaha Studios were born. I would definitely encourage LCCW and UHWO to continue to promote these areas of study. Stopping the "brain drain" will help our economy overall.

In terms of promoting agriculture, I believe we should provide more state lands to local farmers, like we have done with dairy farmers on Hawai`i island. We should go back to requiring businesses who sell in Hawai`i to buy local, e.g., Meadow Gold's "Island Fresh" milk should trully be from Hawai`i, and not the mainland the way it is now. We should legalize traditional poi preparation, eg, provide DOH licenses to those who prepare poi by hand (right now DOH will not approve of this). We should continue to fund DLNR's Legacy Lands fund and the City's Clean Water and Natural Lands fund. We should require the military to go back to allowing neighboring farmers to use their "buffer zone" lands for cattle grazing. We should restore natural stream flows.

Wai`anae, HI. Rep. Maile Shimabukuro (D-45th) of Wai`anae, Makaha, Makua made history by appointing the first multi-disabled person in Hawai`i nei as her Co-Campaign Manager. Shimabukuro appointed Art Frank, a Wai`anae resident and a deaf quadriplegic who uses braces and crutches for mobility.

Frank, who communicates by reading lips, using a hearing aide, sign language, and other special services for the deaf, was one of the pioneers who fought for the provision of sign language at certain government-sponsored public events. He, along with his `ohana, including the Paaoao-Ayala and Micky families, have been the backbone of Shimabukuro's 2010 campaign.

"Art is an inspiration to disabled and able-bodied people alike. He transcends his 'disabilities' and has more energy and enthusiasm for life and the political process than the majority of people out there. When you meet Art, you truly feel as if you have been 'touched by an angel,'" Shimabukuro said.

"We have an exciting campaign with signs that come from the heart -- such as "WE LOVE MAILE," "HONK FOR MAILE," etc. Our volunteers really aloha Maile and have fun too. We'll be sign waving in Halloween costumes on October 29 to add to the fun," Frank said.

"We want to invite the media to Wai`anae to watch history being made. Please join our Maile `ohana," Frank continued.

To the residents of State House District 45:

I am a 20-year veteran of the U.S. Navy. My wife, Cathy, and I moved here from Florida a little over 3 years ago.

I wrote letters to the representatives and senators regarding benefits being provided to disabled veterans by other states, but not by Hawaii. I was more than a little startled by Maile’s immediate attention to this deficit! She submitted a piece of legislation which would provide an exemption of the annual vehicle registration fees for privately owned vehicles to Hawaii’s permanently and totally disabled veterans.

In my over 20 years experience with federal representatives and senators, I have never witnessed such quick action, especially when it involved our nation’s military veterans. Maile realized the immediate need for such an exemption and put together a proposed bill in less than a week’s time! We disabled veterans are hoping that the bill will become law during the upcoming legislative session.

I looked into the archives and took a close look at Maile’s accomplishments. She demonstrates an innate ability to seek out the needs of her constituency and to employ the full weight of her knowledge of the legislative system in her attempt to fulfill those needs. As the residents of the 45th District well know, she has been very successful in her attempt.

Maile has been immeasurably helpful in my effort to ensure that Oahu veterans receive their beneficiary travel reimbursement on the same day as their appointment, rather than the 7 to 10 weeks it presently takes.

Based on Maile’s record as a Representative in our state’s Legislature and her amassed knowledge of the legislative process, I consider her the logical choice for re-election as the 45th District Representative. She is the logical choice!

I am proud to call Maile Shimabukuro my friend.

When it comes to a politician, I don't care what's upstairs until I know what's inside the person. I want to know if he or she really cares about our people, aina and all of Hawaii nei. On the Waianae Coast in District 45 we're fortunate in having Maile Shimabukuro representing us because she's a very caring, compassionate, beautiful human being. She's proven time and again how much she cares about na keiki, na kupuna, the disabled, the veterans, the disadvantaged, the environment, education, etc. Maile was born and raised on the Waianae Coast, so she really understands our problems and needs.

As a longtime deaf advocate and community activist at our state Capitol, I've seen our representative in action first-hand in Hawaiian, education, transportation, human services, veterans and community issues. I'm glad she's there because she's doing a fantastic job for the Waianae Coast.

Rep.'s Shimabukuro and Awana to join UH Manoa Educational Talent Search program to clean beaches along the Wai’anae Coast

What: The University of Hawai’i-Manoa, Manoa Educational Talent Search (METS) program will hold a beach clean-up on the Wai’anae Coast with almost 100 volunteers from Nanakuli and Wai’anae High School. Community members are welcome to volunteer and help the students.

Why: “The purpose of this clean-up is to give the students a sense of responsibility for their community while learning about their kuleana (responsibility),” said Tanya Uyehara, METS Student Advisor.

When: October 7, 2010, 9:00 - 10:30am

Where: Meet at Maili Beach Park across Beaches Restaurant. Volunteers will clean in both directions, to clean up Maili Beach and Lualualei Beach ("Sewers" beach)

Background: The Manoa Educational Talent Search (METS) Program is a Talent Search program of Trio. The program is based on the University of Hawaii-Manoa, and its mission is to help students succeed in grade promotions and increase the percentage of college bound student. METS provides services to 300 Nanakuli Intermediate and High school students as well as 300 Wai’anae High School students.

Q: If elected, what is your highest priority for improving education in Hawai‘i?

Maile: Cooling schools off! So many schools on the Wai`anae Coast and throughout the state lack air conditioning and other cooling mechanisms. The classrooms, portables, and other buildings are miserably hot, and make learning practically unbearable. I am encouraged by the DOE's recent move to install photo-voltaic panels at Wai`anae Elementary. So far, I have obtained power upgrades/air conditioning for Wai`anae High, Wai`anae Intermediate, and Kamaile Academy, and also held a fan drive which put some fans in all the schools in my district. I will continue to make this a top priority.
Q: Do you support evaluation, tenure, and compensation for teachers and principals linked to student improvement?

Maile: Support

Q: If elected, what is your highest priority for improving jobs and the economy in Hawai‘i?

Maile: Continuing to make higher education a top priority. My proudest achievement this past session was obtaining $3m to help Leeward Community College-Wai`anae purchase their own building and expand. I also supported UH West O`ahu's efforts to obtain $48m by being part of a "hui" of legislators who requested these funds. Making higher education more accessible for those in rural communities like Wai`anae will go a long way toward addressing our high teacher turnover, lack of medical professionals, lack of social workers, lack of entrepeneurialism, etc. on this Coast. Stopping the "brain drain" will help our economy overall.

Q: Which industries should we be investing in for Hawai‘i’s future?

Maile: Alternative energy. Hawai`i has the unique environment and natural resources to make us the ideal place for technologies like geothermal, ocean thermal, and wave/solar/wind energy, etc. We should encourage the development of these alternative energies so that we can power not only ourselves, but export energy and bring in revenue to our state.

Q: If elected, what is your highest priority for strengthening local food production in Hawai‘i?

Maile: We should provide more state lands to local farmers, like we have done with dairy farmers on Hawai`i island. We should go back to requiring businesses who sell in Hawai`i to buy local, e.g., Meadow Gold's "Island Fresh" milk should trully be from Hawai`i, and not the mainland the way it is now. We should legalize traditional poi preparation, eg, provide DOH licenses to those who prepare poi by hand (right now DOH will not approve of this). We should continue to fund DLNR's Legacy Lands fund and the City's Clean Water and Natural Lands fund. We should require the military to go back to allowing neighborhing farmers to use their "buffer zone" lands for cattle grazing. We should restore natural stream flows.

Q: Do you support stronger measures to keep prime agricultural lands in agriculture?

Maile: Support

Q: If elected, what is your highest priority for addressing energy and climate change?

Maile: Same response as a few questions above: Hawai`i has the unique environment and natural resources to make us the ideal place for technologies like geothermal, ocean thermal, and wave/solar/wind energy, etc. We should encourage the development of these alternative energies so that we can power not only ourselves, but export energy and bring in revenue to our state.

Q: Do you support the continuation of the State solar investment tax credits, including the refundable credits which allow low-income people to participate?

Maile: Support

Q: If elected, what is your highest priority for addressing poverty and homelessness in Hawai‘i?

Maile: We need pet-friendly homeless shelters. Many of the homeless are on the beach because pets are not allowed in the shelters/rentals. Many of them need their pets for emotional comfort/therapeutic reasons. There are numerous organizations who provide "animal rescue" services to the homeless, e.g., taking the pets to the veterinarian, feeding and caring for the pets, etc. We should form public/private partnerships with these animal rescue groups to create pet-friendly homeless shelters.

Q: Do you support the “housing first” model which places the homeless into permanent housing (vs. temporary shelters) as a first step toward stabilizing their lives?

Maile: Support

Q: Can you give examples of how your current political campaign has/will model island values of aloha and kuleana?

Maile: One of my top priorities if re-elected is to renew efforts to place a moratorium on the sale and transfer of ceded and public land. I believe that all public lands should be treated like a trust, similar to how DHHL handles their lands. Long-term leases are fine, but the state should not be allowed to sell/transfer our most precious and finite resource - land.

Q: Would you/have you sent your children to Hawai‘i’s public or public charter schools? Why or why not?

Maile: Yes - I am a firm believer in charter schools, and I also believe that children should be exposed to a variety of other children from different socio-economic backgrounds.

Q: What actions have you taken to help address the needs of the poor or homeless in your community?

Maile: I have authored measures which improve the general assistance program by allowing the disabled to claim both physical and mental disabilities when applying, and to claim good cause for failing to pursue medical treatment. I also authored a measure allowing people 3 months to find a rental after being approved for the state's rent supplement program.

Q: What actions have you taken in your home or office to conserve energy and/or cut greenhouse gas emissions?

Maile: I live with my parents, who have photo-voltaic panels on their roof and a solar water heater. They also recycle and compost.

Q: What locally grown products or foods have you purchased in the last month?

Maile: I participate in MA'O Organic Farm's CSA program, and try to shop at the Wai`anae Farmer's Market at least once a month.

Due to the lack of poll workers, several polling places have closed for this upcoming 2010 election. House District 45 polling places for the 9/18/10 Primary Election and 11/2/10 General Election are: Waianae Intermediate School and Makaha Elementary School. Waianae Elementary and Kamaile Elementary will not be serving as polling places in 2010.

AARP Hawaii has released the 2010 State Voter Guide – an election resource featuring the views of candidates for Governor, Lt. Governor, and every state legislative race in the primary election this year. The Voter Guide includes answers from 173 candidates in 68 races to questions posed by AARP members in four key issue areas. It is available for review at http://www.aarphawaiivotersguide.com.

AARP’s Voter Guide focuses on issues that more than 1,000 Hawaii residents age 50 and older ranked among their highest concerns this election season. They are the economy and jobs; Hawaii’s doctor shortage; the state budget challenge; and helping elderly residents age in their homes and communities.

Because it targets issues of concern to residents who are part of the largest member organization in the state, AARP’s State Voter Guide provides a unique opportunity for candidates to speak directly to Hawaii’s most engaged and powerful voting group – residents age 50 plus. Ninety-eight percent of AARP members in Hawaii surveyed say they plan to vote in the upcoming election.

“AARP’s voter guide is a valuable resource we encourage residents of all ages to use in deciding which candidates offer the best solutions to the challenges facing our communities,” said AARP Hawaii State Director Barbara Kim Stanton. “The voter guide reflects the concerns of Hawaii’s older residents, but these same issues are top-of-mind for many voters across the state.”

Given Hawaii’s historically low voter turnout, the views and opinions of voters age 50 plus carry particular weight. Roughly a third of all votes cast in the upcoming election will likely come from an AARP member.

DEMOCRATIC GLBT CAUCUS RELEASES ENDORSEMENTS

HONOLULU – The Gay, Lesbian, Bisexual and Transgender Caucus of the Democratic Party of Hawai‘i issued a statement today:

We are delighted at the number of new Democratic candidates in this year’s primary election. Many support the mission of the Caucus. Some are even willing to challenge incumbents.

Because HB444 passed both Houses in this last biennium, we had extensive voting records for all incumbents. Thus, we were able to supply more descriptive statements of endorsement/support. For example, “with enthusiasm” applied to those who supported the civil unions effort with courageous consistency. The phrase “would like to see more leadership on our issues” applied to candidates who supported HB444 substantively, but occasionally voted against the bill’s procedural progress in line with the wishes of leadership.

For new candidates we conducted interviews, typically with the candidate, though sometimes with campaign staff. Many members of the Caucus are actively working on campaigns and were able to provide personal assessments. For new candidates “with enthusiasm” applied only where the candidate was active in the civil unions effort.

The Caucus is limited by Party Rules to “endorse” only candidates where there is no Democratic opposition; if the Party Rules limit our ability to “endorse”, we issue a statement of “support”.

We thank all of the candidates who made the effort to introduce themselves to the Caucus. The detailed list of endorsements/support statements is attached. In summary, we supported or endorsed candidates in every federal race: Daniel K. Inouye for U. S. Senate; Colleen Hanabusa for the First Congressional District; Mazie Hirono (with enthusiasm) for the Second Congressional District. We supported with enthusiasm Neil Abercrombie for Governor and Gary L. Hooser for Lt. Governor. Of the 15 State Senate races, we endorsed/supported 10 candidates – 5 incumbents and 5 new candidates. Of the 51 State House races, we endorsed/supported 35 candidates – 22 incumbents and 13 new candidates.

For informational purposes only, we made recommendations in selected nonpartisan races where we have familiarity with the candidates. We also identified candidates with a demonstrated record opposing civil unions.

GOALS AND FUTURE VISION FOR OUR WAI`ANAE COAST

"COUNTRY FOREVER"
I feel the biggest issue facing the Wai`anae Coast has been best articulated by community leader Eric Enos: the need to be in control of our own destiny, for example, in the areas of development, land use, and resource-allocation. I like what is happening in areas like the North Shore with land trusts for the public interest.
Here in Wai`anae we have begun to do the same, with MA`O Farm leveraging over $700,000 in Legacy Lands funds to purchase 11 acres in Lualualei Valley. I want to continue this trend, as well as address many of our community’s pressing needs.

TRAFFIC

Turns Lanes & Contraflow: complete turn and contraflow lanes at Haleakala and Nanakuli Avenues

2nd Access: push for completion of the WCEAR (Wai`anae Coast Emergency Access Road), and explore alternate route to the Wai`anae Coast which does not disrupt agriculture lands or cultural sites, eg, the "over the mountain" route currently being considered by OMPO (Oahu Metropolitan Planning Organization)

"People's Path": continue to organize work days and seek funding via Safe Routes to School, Rails to Trails, and other private and government sources to extend the state's planned bike path that ends at Lualualei Naval Road further along the Coast

HOUSING
Self-Help Housing Farming Co-Op: apply for Legacy Lands funds through a partnership with Self-Help Housing HI, the Oahu Land Trust, and other groups

Affordable Housing: create a grant program for third party review (permit processing by private companies) for affordable housing projects

EDUCATION
Cool Schools: continue to allocate funds for air conditioning, power upgrades and fans for schools

Job Training: urge Governor to release $3m I obtained for LCC-W's expansion to support training programs for worker shortage areas, eg, teachers, medical professionals, social workers, engineers, etc.

ENVIRONMENT
Parks and Stream Restoration: apply for the City’s Clean Water and Natural Lands fund to create more parks and restore streams

Renewable Energy: require that new construction utilize renewable energy; explore alternative energy sources, such as ocean thermal, and wave, wind, and solar energy

HEALTH & HUMAN SERVICES
Universal Healthcare: support government-funded universal healthcare

Illegal Dumpsites: shut down illegal dumpsites by working with EPA, the media, and concerned residents

Land Use: require that Land Use Commission have members that specialize in the environment and Hawaiian culture

HAWAIIAN
Ceded & Public Land Preservation: continue to oppose the state’s ability to sell and exchange public and ceded land via resolution (e.g., HCR21-26, HCR32-34, HCR36, and HCR320 from 2010), and push for a moratorium on such sales/exchanges so that a ceded lands inventory can be completed, and to preserve these lands for future generations.

Rep. Shimabukuro Authors Proposal & Petition to Bring E Ala Voyaging Canoe Home to Wai`anae Coast

E Ala voyaging canoe captains Sam Kapoi, Kaina Holomalia, and Waimea McKeague are all young men from the Wai`anae Coast.

Rep. Shimabukuro has joined the community effort to bring the E Ala voyaging canoe home to the Wai`anae Coast. She authored the written proposal, posted an online Petition, and introduced legislation seeking state funding for the project. To learn more, read the proposal by Rep. Shimabukuro below.

PROPOSAL TO USE POKA`I BAY FOR E ALA VOYAGING CANOE DRY DOCK

WHO: Polynesian Voyaging Society (PVS), Wai`anae Hawaiian Civic Club (WHCC), and many other individuals are making this request (See spreadsheet listing E Ala supporters and volunteers in Appendix 1). Makaha Studios has prepared a video with further information regarding this proposal.

WHAT: PVS, WHCC, and others urge the city to allow the use of Poka`i Bay as a location to permanently dry dock the E Ala voyaging canoe. The canoe would be stored under an energy efficient A-frame structure modeled after a halau wa`a in Laie (See model drawing of the “Halau Wa`a `O E Ala” in Appendix 2). The E Ala halau wa`a would feature photo-voltaic solar panels which would provide power for lighting and outlets. A fence, locks, and other security measures would also be constructed to prevent theft, vandalism, vagrancy, and other potential problems.

WHERE: Specifically, the old canoe storage area near the Kuilioloa Heiau would be the ideal location for the E Ala halau wa`a.

WHY: The E Ala needs to be returned home to the Wai`anae Coast to fulfill its purpose, which is to train residents to sail using ancient Hawaiian navigation techniques. As background, the E Ala is currently docked at the Sand Island Maritime Education Training Center (METC). It was constructed on the Wai`anae Coast in 1981 under the leadership of WHCC. At the time, Wai`anae and Nanakuli High School had programs that used the canoe to train students to sail, and the canoe was docked at Wai`anae boat harbor. Unfortunately, funding, liability, and other concerns eventually ended the school-based programs, and the canoe was vandalized while at the boat harbor. This lead to the E Ala being moved to METC, where it has been ever since. Nevertheless, the enthusiasm for E Ala never ended, and PVS has continued to train Wai`anae Coast students to sail and maintain the E Ala (See E Ala background from WHCC website in Appendix 3).

HOW: A dedicated group of volunteers is willing to provide in-kind services to construct and maintain the halau wa`a, fence, and other necessary security measures (See spreadsheet listing E Ala supporters and volunteers in Appendix 1). A federal grant and state legislative measures are being submitted to provide supplemental funding for the E Ala halau wa`a. In February 2010, City employee Edward Freitas stated that from a maintenance perspective, he would not object to allowing the E Ala to be docked at Poka`i Bay.

Furthermore, as stated above, the push to return E Ala to the Wai`anae Coast has been on-going for many years; the key missing elements were captains, crew members, and a location. PVS has trained 3 captains (Sam Kapoi, Kaina Holomalia, and Waimea McKeague), and several crews, who are all young Wai`anae Coast residents. These captains and crews sailed the E Ala, along with two other canoes, Hokule`a and Kamauheheu, back to the Wai`anae Coast from April 20-May 1, 2010 (See media coverage of the Wai`anae Coast sail in Appendix 4). The greater community has also expressed its support, as over 500 people have signed petitions urging the City to provide the permission necessary to allow the E Ala to be docked at Poka`i Bay (See E Ala Petitions in Appendix 5).

WHEN: PVS, WHCC, and other supporters urge the City to allow E Ala to be docked at Poka`i Bay immediately, or as soon as possible.

Rep. Shimabukuro Obtains $3m for Higher Learning: The Wai`anae Education Center

During the past legislative session, Rep. Shimabukuro obtained $3m for the Leeward Community College-Wai`anae (LCC-W) Education Center. The funds are needed to support LCC-W's goal of owning its own building, thus ending its obligation to pay monthly rent, and increasing the college's autonomy and ability to expand. LCC-W has been renting a small space near Wai`anae Mall throughout its existence.

"Supporting LCC-W will go a long way toward addressing problems like our high teacher turnover by fostering more homegrown teachers and other professionals," said Rep. Shimabukuro, who is a member of LCCW's Community Advisory Board.

"Now it is in the Governor's hands to decide whether or not to release the $3m," Shimabukuro continued. "If the money is not released, the funds could lapse."

Rep. Shimabukuro Helps Protect Wai`anae Coast Residents from Floods

Lynette Kotake of Makaha alerted Rep. Shimabukuro about the drainage problem along Farrington Highway, which lead to the devastating flooding in the area. Fortunately, Rep. Shimabukuro obtained $3.5m to help address the blockage.

Rep. Shimabukuro shows news reporters the debris in a Makaha streambed, which was brought to her attention by resident Kris Meyer and others. Later during the 2009 Legislative session, Rep. Shimabukuro helped pass Act 076, which allows Civil Defense to clear debris from privately owned streambeds like the one in Makaha without having to obtain written permission from the landowners.

Kris Meyer of Woody's Hotdogs was one of the flood victims who contacted Rep. Shimabukuro, the media, Civil Defense, and others to bring attention to the plight of the Wai`anae Coast following the December 2008 floods.

Following the December 2008 floods, which devastated many homes along the Wai`anae Coast, Rep. Shimabukuro and others alerted the media about the situation. This, along with the efforts of many other residents, lead the Civil Defense, National Guard, FEMA, Red Cross, and other organizations to come to the aid of Wai`anae Coast flood victims. Later, during the 2009 legislative session, Rep. Shimabukuro helped pass HB 1713/Act 076, which allows Civil Defense to clear debris from private waterways without having to obtain written permission from the landowners. Subsequently, during the 2010 legislative session, at the urging of Makaha flood victims, Rep. Shimabukuro obtained $3.5m to perform critical drainage improvements along Farrington Highway.

Civil Unions bill HB444

Unfortunately, the Civil Unions bill (HB444), which I supported, is often confused with other issues. To clarify its purpose and my reason for supporting it, here's a summary of the key points:

The bill did not:
1. Legalize gay marriage.
2. Change the definition of "marriage," which is reserved for a man and a woman.
3. Require any church official or anyone else to perform the civil unions.

The bill did:
4. Protect the Constitutional rights of U.S. citizens, ensuring that all persons are treated equally, prohibiting discrimination on the basis of a person's gender.
5. Support the 1993 Hawaii Supreme Court ruling that same-sex couples deserve the same protection under the law as heterosexual couples.
6. Extend spousal benefits and responsibilities to partners.

Dear Rep. Shimabukuro,

I read your blog regarding HB444. I'm glad that you sound like you support it. I am not gay myself, but I fully respect the rights of others and do not see any reason why gay marriage, let alone civil unions, threaten anyone. Claims that gay marriage threatens the institution of marriage are ludicrous. I know my relationship is in no way threatened by what others do in theirs. Yet what a profound effect marriage or unions would have on the lives of gays and lesbians!

As I could tell from your blog, you understand that this is not an issue to be decided by what is popular; this is a civil rights issue. Anyone who believes that this should be decided by a referendum is clearly not in favor of this becoming law since it is well known that the populace will vote this down. It is unfortunate that the majority of people are neither enlightened nor generous enough to allow gay marriage or civil unions to become law.

I applaud and encourage the efforts of you and others in the state congress to pass this bill.
